The adjournment of Senate's plenary to July 21, was meant to give the Senate Ad-Hoc Committees on Legislative Agenda and Review of the Senate's Finances time to conclude their work and submit their reports. The two committees were given one-week to submit their reports.
However, the Senate assured that it will reconvene at any time before the adjourned date to consider any matter of urgent national importance or to attend to any national assignment requiring its attention.
The Senate's Ad-hoc Committee on Financial review is the first time the Senate is setting up a body to review its own salaries, allowances, and the overhead cost of running the Senate with a view to realigning them to reflect the present economic situation in the country.

It could be recalled that the National Assembly had slashed its 2015 budget to N120billion from N150billion as a result of dwindling Federal Government's revenue.

The cut was part of the National Assembly's belt-tightening measures in view of the current economic realities in the country.

The Senate President, Bukola Saraki, had during the inauguration of the committee observed that the subject of reduction in cost of governance had been on the front burner of national discourse for a long time because of its extremely sensitive nature.

Saraki pledged that the Senate under his leadership would make "financial conservatism" its watchword.

The Senate President said: "There still persists the need to project clarity, accountability and transparency in all legislative matters and legislators' welfare.

"The 8th Senate under our watch recognizes the concerns raised by Nigerians about the cost of running office most especially with the economic challenges facing our nation.

"The Senate will be more transparent regarding all public funds spent for the purpose of paying salaries and allowances of legislators and ensure that distinction is sufficiently made between what a legislator actually earns and what is spent to run and implement legislative business and committee activities.

"The watchword in our financial issues will be fiscal conservatism. It is therefore on this arm that the committee is mandated to carry out thorough fiscal examination on the Senate finances with the aim of  coming up with the best cost-effective regime in the 8th Senate."

IMAX signs first agreement in Nigeria with Filmhouse Cinemas

MAX Corporation (NYSE: IMAX) and Filmhouse Cinemas, Nigeria's largest chain of theatres, today announced an agreement for an IMAX® theatre  to be located in a new construction project in Lagos, the nation's biggest city with a population of more than 20 million. 

The deal, announced at CineEurope, marks the first-ever IMAX agreement in Nigeria and West Africa. Nigeria now ranks as Africa's largest economy. 

Today's agreement also underscores the Company's continued expansion in Africa, where in the past year IMAX signed its first-ever deal in Angola and added four new theatres to its network in South Africa.

Vice President, Prof. Yemi Osibanjo visit to Calabar the Cross River State capital, yesterday brought to a halt human and vehicular movements for several hours as security operatives shut down the major routes in the capital city. Besides, this development also grounded business activities following the blockade of roads to markets and other business centers. Also, journalists who left their homes to cover the event as early as 8:00am, could not get to the venue even at 11: am as roads were blocked.

This was as some press men who arrived the venue late were denied access to the hall to cover the event by security men at the entrance. Some business operators, who spoke with our reporter lamented that it was a wasted day as they lost several thousands of naira from roads blockade.

They said it was a strange development as they have never witness such scenario were a vice president's visit will terminate activities of the residents. One of them, Asuquo Akanimoh, who owns a shop at the watt market said, "i left my house at eight miles to my shop only to spent six hours on the road, even when i got to my shop the entire place was dull because customers could not have access to the roads due to the markets, as i speak with you i have not sold even a pant which is very bad.

I pay taxes and rent and everyday i my business counts, please this situation can be handled in a different way," he said Also, Itoro Etim, a commercial taxi chauffeur said the day was wasted because he could not ply the road even when he had already hired a taxi for the day.
The VP who was a keynote speaker and special guest of honor at the occasion of the 10th Memorial Anniversary of the first High Court judge of the then South Eastern State, Justice Peter Odo Effiong Bassey, held at the University of Calabar.

Wike restores Omeha's rights as former governor of Rivers State

Rivers State Governor, Nyesom Ezenwo Wike has formally restored all the entitlements and benefits of Sir Celestine Omehia as a former Governor of the state. Governor Wike on Thursday also formally reinstated the official portrait of Sir Celestine Omehia amongst the line up of former governors of Rivers State at the Government House, Port Harcourt Executive Council Chamber.
Performing the exercise, Governor Wike said that the decision to restore the entitlements and privileges of Omehia as former governor stemmed from the fact that he worked as governor of the state between May 29, 2007 and October 25, 2007, wherein he took decisions on behalf of the State and initiated projects. He said: "I hereby put back his official portrait among those of former governors. He is now entitled to the benefits of all former governors ".

The governor said that the era of politics of bitterness in Rivers State was effectively over, noting that it was not right to personalise governance as was done by the immediate past administration. Responding, former Governor of Rivers State, Sir Celestine Omehia described Thursday as the most historic day of his political career. He said that the restoration of his rights as a former goveenor indicates that his dark political days are over.

The event was witnessed by the Secretary to Rivers State Government, Kenneth Kobani, Rivers State Housing Commissioner, Barrister Emma Okah and the State Attorney-General, Chinwe Aguma.

2nd New York prison worker charged in connection with killers' escape

A 2nd prison employee has been charged in connection with the stunning escape of two convicted murderers from a maximum security facility in upstate New York earlier this month.

Officer Gene Palmer, a veteran prison guard, gave at least one of the inmates a screwdriver and a wrench to help fix electrical breakers in the catwalk area behind their cells, an official familiar with the investigation said on Wednesday.

Palmer, 57, told investigators he supervised Richard Matt and David Sweat doing the work and took the tools back before the end of his shift, the official said. Authorities have said that Matt and Sweat, who are still on the lam, used the catwalks during their elaborate escape from the Clinton Correctional Facility on June 6.
The tools were found at Palmer's home after police executed a search warrant, the official added.
Palmer's lawyer, Andrew Brockway, declined to comment specifically on the charges Wednesday. He said that Palmer plans to plead not guilty at a court appearance Thursday afternoon in Plattsburgh, New York.
Brockway said he intends to get his client out on bail as soon as possible so he can "take care of his ailing wife."
Palmer also accepted paintings from Matt and Sweat, according to a document detailing the charges against him. After the convicts escaped, he tried to destroy evidence of the paintings, burning some of them in a fire pit at his home and burying others in nearby woods, the document said.
In all, he faces three felony charges -- one count of promoting prison contraband and two counts of tampering with physical evidence -- and one misdemeanor charge of official misconduct.

Palmer, who has worked at the prison for 27 years and is now on paid leave, took frozen meat embedded with smuggled tools to the inmates' cell area, Clinton County District Attorney Andrew Wylie said Wednesday.
Manhunt for escaped New York prisoners

Joyce Mitchell, a supervisor in the prison's tailor shop, smuggled the tool-laced meat through the main gate at the prison and placed it in a freezer in the tailor shop, according to Wylie. She then asked Palmer to take the meat to the inmates' cell area in the honor block, the prosecutor said.
Mitchell, who has pleaded not guilty to charges of aiding the escapees, admitted to putting hacksaw blades and drill bits into a hunk of hamburger meat, according to Wylie.
Palmer could have put the meat through a metal detector but he didn't, which was a violation of prison policy, the prosecutor said.
Mitchell, 51, did not have access to the cells, which is why she needed Palmer to hand it off, according to Wylie.
Mitchell's lawyer, Steve Johnston, declined Wednesday to comment on what his client might have admitted to, saying he didn't want to be "in a position of harming her plea-bargaining opportunities."
Brockway has said Palmer was unaware there was contraband in the meat.

The prison guard's arrest came as more than a dozen investigators from the New York State Inspector General's office arrived at the prison to investigate possible breaches of security protocols that allowed Matt and Sweat to escape, a state law enforcement official said.
The investigators are going through visitor logs and documents related to prisoner and employee movements at the jail, the official said.
As officials try to figure out what went wrong at the prison, hundreds of law enforcement officers are still rummaging through dense woodland surrounding a burglarized cabin where the fugitives are believed to have been sighted Saturday and where traces of their DNA were found, according to investigators. The 75-square-mile primary search area is located roughly 20 miles west of the prison.
The sprawling manhunt has now stretched into its 20th day -- long enough for both escapees to spend their birthdays on the run. Sweat turned 35 on June 14, while Matt hit 49 on Thursday, according to the dates of birth for the two men provided by the U.S. Marshals Service.
State forest rangers describe the terrain where the search is now focused as treacherous, not just for the escapees but for police and other searchers, too.
"The area is heavily forested. The undergrowth is thick," said Capt. John Strife. "The vegetation is a combination of trees, saplings, and brush."

Why Reps exchanged blows during today’s plenary – Hon. Daura

An APC member in the House of Representatives, Nasiru Sani Zangon Daura, representing Zango/Baure Federal Constituency of Katsina State, has issued a press statement explaining why the house members engaged in a physical combat today June 25th. The statement reads, 
 "We are here on behalf of our colleagues of the APC House Caucus to explain to you the unfortunate occurrence during today's plenary session. The action that occurred inside the chamber of the House of Representatives was in reaction to the illegal and unconstitutional action taken by Speaker Yakubu Dogara of the House of Representatives, an action in his usual tradition of total disregard to the wishes of the majority members of the APC Caucus, the Party itself and the spirit of the Party.
We are aware of a letter sent by our Party, APC, dated 23rd June 2015, conveying the approval of the party's principal officers vis a vis the APC House Leader, the APC Chief Whip, the APC Deputy House Leader and the APC Deputy Chief Whip for the House of Representatives. This action of the party and the APC House Caucus is in compliance with the Nigerian Constitution, the House rules and parliamentary tradition, practices and precedents in Nigeria and all over the World. But to our surprise and in breach of our privilege and rights as contained in the Constitution and extant House Rules, Mr. Speaker refused to read the letter from our party.  The Speaker and Deputy Speaker are not Party Principal Officers but are House of Representatives Presiding Officers and by precedent and practice are expected to provide a level playing ground for all members, while the Party Principal Officers are supposed to be the main advocates for their individual party positions. The Speaker and the Deputy Speaker of the House of Representatives are elected by all members of the House of Representatives irrespective of party affiliation and it is also possible under our extant rules for a Speaker and his Deputy to be elected from a minority/opposition party in the National Assembly. 

Therefore, Speaker Yakubu Dogara of the House of Representatives cannot under extant laws and House rules appoint, choose, select, dictate or even provide guidance on how Party Principal Officers emerge or are elected or selected. That responsibility and authority lies with each Party and Party's Caucus members in the House. If I may ask, is Speaker Yakubu Dogara empowered to do that for the PDP House Caucus?  This action by Speaker Yakubu Dogara cannot and will not be allowed to stand as it will set a dangerous precedent in our parliamentary practice as it will give the Speaker the right and authority to appoint, choose, select, dictate or even provide guidance on how Principal Officers emerge or are elected or selected by the Majority and Minority Parties in the House of Representatives.

This action is capable of truncating our democracy. As for the claim being made that a particular zone should not be allowed to produce more than one Principal Officer, we say this with all sense of decorum, that this claim is absolute rubbish. Precedences were set in the 6th & 7th Assemblies where a single zone, the North-West, produced two and three Principal Officers, respectively. We, the loyal and disciplined majority APC Caucus in the House of Representatives are fully committed in ensuring that our party's and President Muhammadu Buhari's manifesto, agenda and positions prevail despite the efforts and shenanigans of the opposition party(s) and the few disloyal and undisciplined APC party members in the House of Representatives. We are determined in our efforts to utilise all legislative strategies available to us, so as to ensure the compliance with due process and democratic norms and values.  We shall persevere, come rain come shine! We the loyal and disciplined majority APC Caucus in the House of Representatives and the All Progressives Congress have dished out enough of the carrots, it's time to crack the whip so as to ensure party discipline and maintain order. Dare I say, we rode to power on the platform of the party, the party is supreme and thus no one is above the party.

Gunmen kidnap Argentanian national in Niger state

An Argentinian man identified as Santiago Lopez Menendez has been kidnapped in Niger state. Santiago, who works as an agronomist for the Nigerian Flour Mills Plc and manages two farms in the Sunti and Kabbugi districts of the state, was kidnapped while traveling without his military escort along the Mokwa -Kontagora road in the state yesterday June 24th.

Niger state police commissioner, Olusola Amore, while confirming the incident said "We normally provide protection for all foreigners working on farms and elsewhere in the state but he (Menendez) chose to travel alone on the bad road without police protection and they kidnapped him." he said

At least 10 patrol vans and a special anti-kidnapping team have been deployed to rescue him.

The soldier pictured above allegedly assaulted a BRT driver (also pictured) somewhere along Iyana Ipaja. Pictures were taken by bystanders as the soldier beat up the public servant & tore his top before others intervened. Reasons for his disgraceful action were not stated. More photos after the cut...
