Buhari unbundles NNPC into 7 units, names new heads

President Buhari has approved the immediate unbundling of the Nigerian National Petroleum Corporation, NNPC, into seven independent operational units. Minister of State for Petroleum Resources, Ibe Kachikwu, made this known today March 8th. According to Kachiukwu, the new units are Upstream, Downstream, Gas & Power, Refineries, Ventures, Corporate Planning & Services and Finance and Accounts.

He said each of the units would be headed by chief executive officers, namely Bello Rabiu for Upstream; Henry Ikem-Onih (downstream); Anibor Kragha (Refineries); Saudu Mohammed (Gas & Power), Babatunde Adeniran (Ventures), Isiaka Abdulrasaq Finance & Accounting and Isa Inuwa ‎Executive Head, Corporate Planning and Services.

All appointments take immediate effect.

Court sentences man to death for killing his brother, cutting off his manhood & feeding it to a dog in Bauchi

27 year old Salisu Ali, of Zango village in Tafawa Balewa Local Government of the state was today March 8th sentenced to death by hanging for killing his 7 year old stepbrother, Yusuf, cutting off his penis and feeding it to the dogs. Ali was arrested by the Bauchi police and arraigned before Justice Muhammad Abubakar Sambo of Bauchi High Court today.

The prosecution counsel, Sabiu Gumba, during the trial, told the court that the accused lured Yusuf to the bush where he hit him with a stick, killed him instantly and then cut off his penis and gave it to a  dog to eat.

When interrogated, the accused said he committed the crime because of a misunderstanding he had with the deceased's mother who is his step-mother.

 Testifying against him in court, Aliyu Shehu, the accused and deceased father said his wife had sent their 7 year old son to buy detergent when he was lured into the bush by his elder brother. When Yusuf did not return on time, his wife began to search for him. She was later told that they saw him entering the bush with his brother. The youths then forced Salisu into the bush where he showed them the corpse of his brother.

The judge while delivering judgment, ordered that he be hung until he is certified dead

Court adjourns hearing on Yunusa Dahiru's bail application

Yunusa Dahiru was arraigned today before a Federal High Court sitting in Yenagoa, Bayelsa State capital on a five-count charge bordering on abduction, coercion, seduction into illicit intercourse, sexual exploitation and unlawful carnal knowledge of Ese Oruru.

Count 1 reads: "That you Yunusa Dahiru 'm' of Opolo-Epie with Dankano Mohammed 'm', Mallam Alhassan 'm' presently at large between the months of August 2015 and February 2016 at Opolo-Epie Yenagoa in the Yenagoa Judicial Division of the Federal High Court did conspire among yourselves to commit an offence to wit: Abduction and thereby committed an offence punishable under section 27 (a) of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, 2015."

Count 2 reads: "That you Yunusa Dahiru 'm' of Opolo-Epie between the months of August 2015 and February 2016 at Opolo-Epie Yenagoa in the Yenagoa Judicial Division of the Federal High Court abducted one Rita Ese Oruru 'f' aged 14 years by means of coercion, transported and harboured her in Kano State and thereby committed an offence punishable under Section 13 (2) (b) of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, 2015."

Count 3 reads: "That you Yunusa Dahiru 'm' of Opolo-Epie between the months of August 2015 and February 2016 at Opolo-Epie Yenagoa in the Yenagoa Judicial Division of the Federal High Court induced one Rita Ese Oruru 'f' aged 14 years by the use of deception and coercion to go with you from Yenagoa to Kano State with the intent that she be forced or seduced into illicit intercourse and thereby committed an offence punishable under Section 15 (a) of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, 2015."

Count 4 reads: "That you Yunusa Dahiru 'm' of Opolo-Epie between the months of August 2015 and February 2016 at Opolo-Epie Yenagoa in the Yenagoa Judicial Division of the Federal High Court procured one Rita Ese Oruru 'f' aged 14 years and subjected her into sexual exploitation in Kano State and thereby committed an offence punishable under Section 16 (1) of the Trafficking in Persons (Prohibition) Enforcement and Administration Act, 2015."

Count 5 reads: "That you Yunusa Dahiru 'm' of Opolo-Epie between the months of August 2015 and February 2016 at Opolo-Epie Yenagoa in the Yenagoa Judicial Division of the Federal High Court had unlawful carnal knowledge of one Rita Ese Oruru 'f' aged 14 years without her consent and thereby committed and offense contrary to Section 357 of the Criminal Code Act and punishable under Section 358 of the Criminal Code Act, Cap. C. 38, Laws of the Federation of Nigeria, 2004."

Mr. Yunusa pleaded not guilty to all the charges. The court therefore adjourned till Monday, March 14 for hearing on bail application.

Lagos sets up revenue court to tackle tax evaders, defaulters.. housemaids, artisans to start paying taxes

For those who live in Lagos state who don't pay taxes..y'all have to read this. It's about to get serious. 
"The Lagos State Government on Tuesday said it would apply the relevant laws to ensure that more Lagosians voluntarily pay their taxes, just as it warned that tax evaders and defaulters would be prosecuted.
State Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem, who stated this during a press conference held at the Bagauda Kaltho Press Centre in Alausa Secretariat, said in view of the extreme financial downturn, there was the strong need for government to ramp up its Internally Generated Revenue (IGR), stressing that the state would spare nothing in enforcing the laws regulating tax payment.

He said the administration of Governor Ambode had put in place necessary measures to end the era of tax evasion and indeed avoidance in the state, adding that tax avoiders and evaders would be aggressively pursued in line with the provisions of the law.

The Commissioner, who disclosed that the Ministry of Justice had established a Rapid Tax Prosecution Unit to aid the Lagos Internal Revenue Service (LIRS) in its drive to collect taxes, added that the unit would work closely with the Revenue Court which the Chief Judge of Lagos State recently agreed to set up.

He said: "Prosecution and jail term for defaulting tax payers will be a tool that we will be actively using to ensure full compliance. Tax officers, I understand, will be very aggressive in their collection of taxes and the public is hereby advised to cooperate with them because obstruction of these tax officers in their lawful duty can and will lead to prosecution.

"Tax dodgers watch out because the long arm of the law will eventually reach you. All tax payers are also reminded that giving false information is also an offence and can be used in the prosecution of your tax default. If you pay your taxes regularly, you will have no problem," Kazeem said.

On his part, the State Commissioner for Finance, Dr. Mustapha Akinkunmi, said the state generated at least N24.5billion from IGR in the month of January 2016, in line with the efforts of the Governor Akinwunmi Ambode-led administration to reform its tax system and develop a tax paying culture.

Akinkunmi said in the light of the reduction of federal transfers to states including Lagos, the state government was looking inwards to secure sustainable ways of increasing its revenue profile and plugging leakages in the system.

He said majority of the state's IGR is generated through tax collection, administered by the LIRS.

According to Akinkunmi, the LIRS contributed 79 per cent to the State's IGR in 2015, which equates to 56 per cent of the State's total revenue including Federal transfers, adding that the revenue is expected to continue on an upward swing, driven by strong tax collection.

He said, "This trend of strong performance is continuing. In January this year, LIRS has contributed N24.5billion in revenue, attaining 98 per cent budget performance for the month and recording 12 per cent growth from the same period in 2014."

The Finance Commissioner attributed the improvement in the revenue generation of the state to voluntary tax compliance by tax paying members of the public despite the harsh economic terrain.

On his part, the LIRS Chairman, Mr. Olufolarin Ogunsanwo, said the agency had consistently been at the vanguard of ensuring reforms in the state to improve the ease of doing business in Lagos, adding that such reforms would aid voluntary tax compliance.

Ogunsanwo said that government was already working to bring more members of the informal sector into the tax net, saying that the Tax Returns Form had been reduced to two pages as against the six pages document hitherto in operation.

He also said that the agency, in an effort to bring efficient service delivery closer to the people, recently commissioned two new tax offices in Tejuosho and Sangotedo, adding that efforts was also being made to open additional two Tax Stations within Amuwo Odofin/Festac and Alimosho axis.

He thanked willful taxpayers and implored Lagosians to continue to pay their taxes as at when due, saying that in doing this, they empowered the state government to embark on infrastructural renewal and provision of dividends of democracy to the citizenry. 

He said so far, the provision of the N4.8billion security equipment, provision of new ambulances, the N25billion Employment Trust Fund, the Light Up Lagos project, massive road construction, among others, had been provided through revenue generated from tax.

Chief of Training and Operations (Army), Major General Yusha'u Mahmood Abubakar and the Acting General Officer Commanding 3 Division Nigerian Army, Brigadier General MSA Aliyu were involved in a road traffic accident along Maiduguri-Damaturu road today, March 8.

According to a statement issued by the Acting Director Army Public Relations, Col. Sani Kukasheka Usman, Major General Yusha'u Abubakar died as a result of the incident, while Brigadier General Aliyu sustained injuries and is receiving treatment. Details will follow later.

Following the recommendation of the National Judicial Council, NJC, and the approval of the Rivers State House of Assembly, Governor Nyesom Ezenwo Wike on Tuesday, March 8, swore in Justice Adama Iyayi-Lamikanra as the Substantive Chief Judge of the state.


Governor Wike advised the judiciary not to be influenced by the antics of politicians, saying that that they must uphold the rule of law at all times.

Performing the Swearing in of Justice Adama Iyayi-Lamikanra who is an indigene of Edo State, Governor Wike charged judges of the Rivers State Judiciary to be courageous in their dispensation of justice in line with the tenets of the law.


The Governor assured the Judiciary that he will continue to support the arm of government to dutifully serve the people of Rivers State. He noted that he worked towards the emergence of the substantive Chief Judge on the premise of laid down precedents and traditions, despite the petitions by some persons against Justice Iyayi-Lamikanra on the basis that she is not an indigene of the state.
"Judges should not allow politicians to manipulate them to cause crisis in the judiciary. " Governor Wike said.
The Governor also said that he has sworn to oath of office to always do what is right.
"They claimed that this administration not allow non-indigenes to breath. They said if we are voted in , we will chase non-indigenes away. But I believe in the laid precedent and the promotion of the best practices in governance ".
Governor Wike said those opposed to the emergence of Justice Iyayi-Lamikanra on the premise that she is not an indigene of Rivers State, must realise that she was appointed Magistrate and Judge in the state without anyone raising questions on her state of origin.

He added that though the arms of government must work independently, there must be cooperation for the development of the state. The governor urged Justice Iyayi-Lamikanra to carry her brother-judges along for stability in the judiciary.

Responding, the newly sworn in Substantive Chief Judge of Rivers State, Justice Adama Iyayi-Lamikanra assured the people of Rivers State that she would dispense justice in line with the law.
She said that she will ensure that the Rivers State Judiciary develops to the envy of others in the country.

Keep your $1m, we won’t collaborate with DSS to unseat Fayose – Ekiti lawmakers

Members of the Ekiti State House of Assembly have raised the alarm over plot to coerce them into impeaching Governor Ayodele Fayose, saying a sum of $1 million was being promised some of the members that will be ready to be part of the impeachment plot.
The Assembly members, who vowed not to collaborate with anyone to truncate the government of Governor Fayose, added that; they were prepared to spend the rest of their tenure in DSS cell, instead of joining people that they roundly defeated in five straight elections to cause another political instability in Ekiti State.

 Addressing the press on Tuesday, Chairman of the House Committee on Information, Hon Gboyega Aribisogan disclosed that "In the last four days, eight of our members had been visited by some men, who claimed to be officials of the DSS. "Our members were told that their names were among those to be arrested and they must 'cooperate' if they do not want their bank accounts frozen and be kept in DSS detention indefinitely."

The lawmakers said the 2006 experience, in which Assembly members in Ekiti State were hounded in EFCC detention and made to sign impeachment of Governor Fayose on the table of the EFCC Chairman will never be repeated in the State. Aribisogan, who was flanked by 12 other members of the House of Assembly said; "We are here to inform the public through your various medium the open involvement of men of the Department of State Service (DSS) from Abuja in the plot to unseat our State Governor, Mr Peter Ayodele Fayose.

 "The last Friday invasion of the State House of Assembly by armed men of the DSS in which four of our members were abducted, has been established to be a prelude to the clandestine plot to coerce members of the House of Assembly to impeach Governor Fayose.

"As at today, even Hon Afolabi Akanni that we were able to confirm was with the DSS in Abuja is being held incommunicado. No one has been given access to him, not even his lawyers and doctors. We do not have any information as to the whereabouts of the other three.

"We are aware of the plot to arrest no fewer than 18 of our members with a view to forcing them to sign impeachment notice against Governor Fayose. "The plot is being hatched by the same elements who masterminded the impeachment of Governor Fayose in 2006, which was eventually declared illegal by the Supreme Court and they are boasting of support of the DSS and the Presidency.

"In the last four days, eight of our member had been visited by some men, who claimed to be officials of the DSS. Our members were told that their names were among those to be arrested and they must "cooperate" if they do not want their bank accounts frozen and be kept in DSS detention indefinitely. "They went on to promise that proper arrangement had been made for the impeachment of the governor, with a sum of $1 million already earmarked for sharing among "cooperating" assembly members. "Also, our members were told that they will be provided with soft-landing in the APC if they cooperate. One of them revealed that they promised to make him the Speaker, and eventually the Acting Governor.

"We however wish to tell the plotters of evil against the government of Ayodele Fayose and by extension the people of Ekiti State that we, members of the State House of Assembly are not interested in their evil plot.

"We are prepared to spend the rest of our tenure in DSS cell, instead of joining people that we roundly defeated in five straight elections to cause another political instability in Ekiti State.

"These agents of destabilisation should be reminded of the 2006 episode, which was responsible for Ekiti State having six governors in three years!

"Most importantly, Governor Fayose is our benefactor. He is our leader on whose political strength we are members of the State House of Assembly. We can even be called his stooges, we don't mind. We will never do anything to jeopardise his interest and be extension, interests of Ekiti people.

"We therefore wish to state unequivocally that we are not interested in any $1 million. "We won't because of any blood money join forces with enemies of our State, who are desirous of destabilising the State just because they lost power."
