Senate ask Amaechi to resign or apologise to Nigerians over issues arising from the controversy surrounding Lagos-Calabar rail project

The Nigerian Senate has asked the Minister of Transport, Chibuike Amaechi, to resign his appointment as Minister or apologize to the Senate and Nigerians over the Lagos-Calabar rail project that has generated a lot controversies in the last 48 hours. Members of the National Assembly and the presidency have been at loggerheads after media reports alleged that the National Assembly members had removed the Lagos-Calabar rail project from the budget presented to it by President Buhari. 
The reports alleged that the National Assembly members diverted the money meant for the said project to the Lagos-Kano project, favoring the Northern region.  Speaker of the House of Representatives Yakubu Dogara and Chairman House Committee on Appropriation Abdulmumin Jibrin, via their twitter handles refuted the claims while the Chairman Senate Committee on Transport, Gbenga Ashafa, in a statement he released, said although the project was not included in the original budget forwarded to the National Assembly by Buhari, Minister of Transport, Rotimi Amaechi approached his committee to include the said project.

The Senate today (Monday, April 11) advised the Presidency to come clean with Nigerians on the 2016 Budget and stop engaging in surreptitious campaigns of calumny against the Senate in order to cover up its serial errors.
Reacting to claims in the media credited to the Executive arm of government on the 2016 budget, Senator Aliyu Sabi Abdullahi, chairman, Senate Committee on Media and Public Affairs, in a statement in Abuja, said the National Assembly had bent backwards to wring a coherent document out of the excessively flawed and chaotic versions of the budget proposal submitted to the National Assembly.
He said : "while the executive is mandated to prepare and lay before the National Assembly a proposed budget detailing projects to be executed, it should be made clear that the responsibility and power of appropriation lies with the National Assembly. If the presidency expects us to return the budget proposal to them without any adjustments, then some people must be living in a different era and probably have not come to terms with democracy."
"We make bold to say however, that the said Lagos-Calabar rail project was not included in the budget proposal presented to the National Assembly by President Muhammadu Buhari and we challenge anyone who has any evidence to the contrary to present such to Nigerians."
Since the beginning of the 2016 budget process, it is clear that the National Assembly has suffered all manners of falsehood, deliberate distortion of facts, and outright blackmail, deliberately aimed at poisoning the minds of the people against the institution of the National Assembly. We have endured this with equanimity in the overall interest of Nigerians. Even when the original submission was surreptitiously swapped and we ended up having two versions of the budget, which was almost incomprehensible and heavily padded in a manner that betrays lack of coordination and gross incompetence, we refused to play to the gallery and instead helped the Executive to manage the hugely embarrassing situation it has brought upon itself; but enough is enough."
"This latest antics of this particular minister of transportation, Rotimi Amaechi, is reckless, uncalled for and dangerously divisive. Apart from setting the people of the southern part of the country against their northern compatriots, it potentially sets the people against their lawmakers from the concerned constituencies and sets the lawmakers against themselves. This manner of reprehensible Mischief has no place in a democracy. We hereby demand from Mr. Amaechi a publicly tendered apology if he is not able to show evidence that the Lagos-Calabar road project was included in the budget. Otherwise, he should resign forthwith.
"Finally, by the provision of Section 81 (4) (a) and (b) of the constitution, the President is allowed to sign the budget and kick-start the implementation of the other areas that constitute over 90 percent of the budget where there is agreement between both arms, even as we engage ourselves to resolve the contentious areas, if there were any. We therefore maintain that even this contrived discrepancies are not sufficient excuse not to sign the budget into law."
"We therefore urge President Buhari to sign the 2016 budget without any further delay. For every additional day that the president withholds his assent from the bill, the hardship in the land, which is already becoming intolerable for the masses of our people gets even more complicated. Certainly, as primary representatives of the people we shall not vacate our responsibility and watch the people continue to suffer unduly."

FIFA writes letter to NFF, threatens to ban Nigeria if Amaju Pinnick is removed as NFF president

A high court sitting in Jos, Plateau State had on Friday, April 8, nullified the September 2014 election that put Amaju Pinnick in office as the NFF President following a petition by his opponent, Chris Giwa. But the world football governing body, FIFA has reacted to the Jos High Court ruling, saying it can't hold water on Nigeria Football Federation, NFF and any action to unseat Amaju Pinnick's led board would attract a possible ban.



According to a letter by FIFA dated April 11, 2016, if the decision of the federal high court in Jos last week is carried out, it would be considered as an interference in the internal affairs of the NFF.

FIFA wrote in a letter addressed to Amaju Pinnick, the embattled NFF boss on Monday that Article 13 and 17 of FIFA are clear that there should not be interference whatsoever with the running of football in the country.

"All members associations have to manage their affairs independently and with no influence from a third party. The decision of the Federal High Court in Jos if implemented would amount to interference and the case would be brought to the highest authority of the FIFA for consideration for sanctions, including the suspension of NFF," FIFA's acting Secretary General, Markus Kathner wrote.

FIFA emphasised that Chris Giwa has taken his case as far the Arbitration of Sports, CAS, which he lost.

About 70 to 80 percent of women develop fibroids by the time they reach age 50. Fibroids are most common in women in their 40s and early 50s. Not all women with fibroids have symptoms. Fibroids also can put pressure on the bladder, causing frequent urination, or the rectum, causing rectal pressure. Should the fibroids get very large, they can cause the abdomen (stomach area) to enlarge, making a woman look pregnant.

Though there are different types of Fibroids, but let me quickly explain this two common types:

The name given to fibroids determine where is been located, different fibroids develop in different locations in and on the uterus.
Intramural Fibroids: They are the most common type of fibroid. These types appear within the lining of the uterus (endometrium). Intramural fibroids may grow larger and actually stretch your womb.
Subserosal Fibroids: They form on the outside of the uterus, which is called the serosa. They may grow large enough to make the womb appear bigger on one side.
Question:So, Why do some women develop Fibroids?
Answer: It is unclear why fibroids develop, but several factors may influence their formation. Some of these factors are:

Hormones: Estrogen and progesterone are the hormones produced by the ovaries. They cause the uterine lining to regenerate during each menstrual cycle and may stimulate the growth of fibroids.

Age: Fibroids become more common as women age, especially during the 30s and 40s through menopause. After menopause, fibroids usually shrink.
Obesity: Women who are overweight are at higher risk for fibroids. For very heavy women, the risk is two to three times greater than average.
Eating habits: Eating a lot of red meat (e.g., beef) and ham is linked with a higher risk of fibroids. Eating plenty of green vegetables seems to protect women from developing fibroids.
  • Heavy bleeding between or during periods that includes blood clots
  • Pain in the pelvis and/or lower back
  • Increased menstrual cramping
  • Increased urination
  • Pain during intercourse
  • Menstruation that lasts longer than usual
  • Pressure or fullness in the lower abdomen
  • Swelling or enlargement of the abdomen

Question: What if I become pregnant and have fibroids?

Answer: Apart from generating symptoms, such as heavy vaginal bleeding, severe pelvic and back pain, constipation, and bloating, the most common problems seen in pregnant women with fibroids are:
·         Miscarriages: Due to the increase in estrogen levels during pregnancy, fibroids can enlarge and displace the placenta.Large fibroids in the uterine cavity can create a shortageof space and hinder the growth of the baby, which may either lead to miscarriage or cause congenital deformities in the baby.
·         Cesarean Birth: Multiple fibroids located in the lower part of the uterus can block the vagina during pregnancy, making it necessary to have a cesarean birth.
·         The Baby's position can adversely be affected: Depending on the location and orientation of the fibroid, the baby can end up in either a transverse or breech position.

Fireworks disaster at Kerala Temple kills 106 people in South India

An explosion caused by fireworks during a religious festival at a temple in India yesterday killed about 106 people and hundreds more injured in the southern Indian state of Kerala according to reports.

P. T. Chacko, a spokesman for Chief Minister Oommen Chandy of Kerala, said that the fireworks display had been forbidden by officials in the coastal district of Kollam but that the temple festival organizers still used the fireworks anyway.

The explosions leveled several buildings, killing and injuring people according to a television interview by Fire officer at the scene, K.Hari Kumar. "Fragments of the building with huge pieces of burnt crackers were flying all over, "We all started scrambling for a safe place," Mr. Rajendran, a 36 yar old local mason. The official statement said 75 bodies have been identified and 84 post-mortems had been conducted.

A snake with two heads has been captured in the USA by 42 year old Jason Talbott, who found the snake living in the wild, before photographing it and taking it into captivity. Although it looks a bit beastly, the snake is harmless and Jason admitted that its bite would not be enough to break a human's skin.



 Jason said: 'It is estimated that it is 1 in 10,000 but it is hard to know a true number as they are wild and elusive animals and survival rate is very low.

'I'm a massive fan of creepy crawlies and snakes – I've photographed hundreds of them and received a fair few bites along the way. Fortunately they were non-venomous ones.
'The snake had been found by a few of my friends in the wild and when I heard about it, I jumped at the opportunity to get some photos.
 
'What was funny about the snake was that the two-heads had different personalities. One of the heads was very aggressive and kept trying to bite at objects.
'But the problem was, because they both shared the same body, the aggressive head needed the other one's cooperation to move. It was quite funny to watch, really.'

N5.6bn corruption case: Court grants EFCC permission to arraign former Abia state gov, Orji Kalu

The Federal High Court sitting in Abuja has granted the Economic & Financial Crimes Commission, EFCC, permission to arraign former Governor of Abia State, Orji Uzor Kalu on May 16 over allegations of misappropriation of N5.6 billion while he was governor of the state.

According to Vanguard, EFCC in its charges filed against Kalu in 2008, alleged that he was involved in money laundering and illegal diversion of public funds to the tune of N5.6billion.

The fraud was allegedly perpetuated while Kalu was governor of Abia State between 1999 and 2007.

Kalu was first arraigned in 2007 but his trial has been stalled over the years following court cases instituted by him, challenging the charges leveled against him by EFCC.

The Supreme court on March 18th dismissed Kalu's appeal challenging the EFCC. On May 16th, he will enter fresh plea to an amended 112-count charge dated ‎February 11, 2008.

Late Fatima Ibrahim was allegedly killed by her husband over the money she inherited from her father. Her lifeless body was discovered in bed, with blood trickling out from her mouth and bruises on her face at her residence. Until her death, the deceased, a 32-year-old mother of one was a teacher at Zubairu Pilot Primary school in Dutsinma town, Katsina State, where she teaches Basic Science. 
 

A Biology graduate of Usman Dan Fodio University, Sokoto, she was married to  Umar Manu, a staff of the Federal University Dutsinma, Information and Communication Department, from Zaria, Kaduna State and is the prime suspect in the case. The couple have a three-year-old son.

According to Daily Trust, late Fatima predicament began when her father, Alhaji Ibrahim Habibu died in December 2014 and she inherited his wealth. He was until his death a regional manager with a major bank in Sokoto.

Late Fatima's uncle and spokesman of the family, Babangida Habibu said that since the death of her father, Manu was desperate to get his hands on Fatima's share of the inheritance which was divided among late Alhaji Habibu's children.

"On our part as family, we resolved to do all possible to protect his property, and committee was set up to share the inheritance appropriately, making sure accounts were opened for each and every one, with each share of money lodged within."
Habibu said about seven months back, his niece reported her husband's changing attitude and the family had to intervene, and invited him along with his parents to resolve their issues. The deceased later came back with more complaints.

"It was at this point that she chose to move out to a new place, where he still visits on the pretence of wanting to see his son. Manu had earlier been threatening Fatima for a while, and even on that fateful day he called to ask her to make available N800,000 for him to settle some debts. Mark you, she had always tried to let him know that the money he assumes she had was not in her custody, but he never wanted to hear that."

The suspect visited the deceased at about 8:30pm on the day she was murdered. He entered the compound twice before he finally left after 11:00pm.

"But the next day, Fatima's maid met her lifeless body on the bed and raised alarm, he said. Manu was nabbed and handed over to the police where he confessed to the murder of his wife.

State Commissioner of Police, Abdullahi Usman, who confirmed the arrest of Manu, said investigation into the case is ongoing.

A student of the University of Port Harcourt named Peter Ofurum and said to be the Faculty president of Management Sciences, (pictured above) was allegedly shot dead by the police during a protest by the students this morning over the increment in school fees and the "no school fees-no examination" policy of the school

The students allege that police officers brought in to maintain law and order, fired gunshots which hit the deceased, killing him. The much anticipated movie, Wives on Strike which premiered on April 3 at The Genesis Deluxe Cinema, Lagos finally debuted on Friday, April 8 across cinemas in Nigeria and it shot up the top of the box office knocking movies like Batman Vs Superman: Dawn of Justice, London Has Fallen And Eyes in The Sky off the top watched list.

In the opening weekend, Wives on Strike sold out halls across Cinemas from Lagos, Port Harcourt, Benin, Warri, Abuja to Kano. Several cinema operators said the rate of the sold out halls at the cinemas is unprecedented. 'This is a major achievement considering that the movie has only been in cinema for three days' Moses Babatope, the COO of FilmOne Distribution said. Senator Gbenga Ashafa reacts to reports of non-inclusion of Lagos-Calabar rail project in 2016 budget

Chairman of the Senate Committee on Land Transport, Gbenga Ashafa, has reacted to reports about the non-inclusion of the Lagos-Calabar rail project in the 2016 budget. According to Ashafa, the project was never included in the original budget presented to the senate by President Buhari but was however included in a supplementary budget brought to the Senate by the Minister of Transportation, Rotimi Amaechi. Read his statement below

I have carefully followed the news items making the rounds in relation to the budget presented to the National Assembly and what was defended by the Ministry of Transport before the Senate Committee on Land Transport which I have the privilege of chairing.
The focal points of controversy seem to be the Lagos to Calabar railway modernisation projects and the completion of the Idu – Kaduna rail line.

I confirm that the Lagos to Calabar rail line was not in the original document that was presented to the National Assembly by the Executive. However subsequently at the budget defense session before the Senate Committee on Land Transport, the Hon. Minister for Transport, Rotimi Amaechi, did inform the committee of the omission of the Lagos to Calabar rail modernisation project and indeed sent a supplementary copy of the ministry's budget to the committee which contained the said project.
The minister noted that the amount needed for the counterpart funding for both the Lagos to Kano and Lagos to Calabar rail modernisation projects was in the sum of 120 Billion Naira, being 60 Billion Naira per project.

While the committee did not completely agree with all the changes made in the subsequent document, being fully aware of the critical importance of the rail sector to the development of our dear country, distinguished members of the Senate Committee on Land transport keyed into the laudable (Lagos to Calabar, rail modernisation) project and found ways of appropriating funds for the project without exceeding the envelope provided for the ministry.
In so doing, the committee observed that the Lagos to Kano rail rehabilitation project had been allocated the sum of N52 Billion Naira as against the sum of 60 billion which the Hon. Minister requested as counterpart funding while no allocation whatsoever was made for the Lagos to Calabar rail line.

Hence, the sum of 54 billion Naira that was discovered by the Senate Committee on Land Transport to be floating in the budget of the Ministry of Transportation as presented by the Executive was injected into augmenting the funds needed for counterpart funding of both projects (Lagos to Kano and Lagos to Calabar Rail modernisation), as at the time the committee defended its report before the senate committee on Appropriation. The Lagos to Calabar rail modernisation project was therefore included in the Senate Committee on Land Transports recommendation to the Senate Committee on Appropriations.

With regard to the Idu to Kaduna rail completion, the Senate Committee on Land Transport did not interfere with what was provided for in the budget as sent by the executive, being approximately 18 Billion Naira hence I am equally surprised to read on the pages of the newspapers that the amount allocated to the said project was reduced by 8 Billion Naira.
While I would have preferred to wait till Tuesday 12th April, 2016 when the National Assembly reconvenes in order to have the benefit of viewing the details of the budget that was conveyed to the executive as passed, I am compelled to place the facts in proper perspective as it relates to the activities of the Senate Committee on Land Transport.

Without prejudice to the considerations and powers of the Senate Committee on Appropriations with regard to the appropriations process, the foregoing is the true reflection of what transpired at the committee level with respect to the Land Transport sector of the Ministry of Transport.

John Terry offers to pay for funeral of 8yr old Chelsea fan who lost his battle with leukaemia

Chelsea captain and legend John Terry has offered to pay for the funeral of an 8 year old Chelsea fan who died from a long battle with leukemia. The young boy, Tommi Miller died after an unsuccessful attempt to carry out a bone marrow transplant.

The Cambridge born boy met Terry, his idol and some other Chelsea players at Stamford Bridge in June last year and Terry says he was devastated to hear of the kid's passing away.

Speaking to Cambridge News, the 35-year-old said:
'Having had the pleasure of meeting Tommi at a Chelsea game I was totally devastated to hear of him passing away. I'm sure his family and friends will give him the send off he deserves.'
The funeral for Tommi will take place on Thursday April 14 with everyone expected to wear Chelsea or Cambridge united Jerseys during the funeral service. His 41 year old mum. Ruth said:
'I'm overwhelmed really, because Tommi was such a great fan of John Terry in particular. He was one of his favourite players.  We don't want a traditional sort of funeral. It's for a child, so we thought we would have it as bright and cheerful as he would want it.
